I have the same thing with my LG l38c phone.
I've even gone so far as to uninstall everything, and then roll back everything that had been updated as far as they could be rolled back.
My Settings -> Storage says I only have 16.8 Meg of system memory free, and says that the first 3 memory hogs I have are (in order of largest to smallest):
@ 62.04 Meg : Google Play Services
@ 15.55 Meg : Google Play Store
@ 13.73 Meg : Listia

As you see, I have a total of 3 user installed apps taking up less than 16 MB.
I can squeeze in maybe another 7 MB app, but then I get a constant "Low Memory" warning in the message bar, no matter how many times I clear the cache!
