Drop in fps after updating to windows 8.1

hi. im on a aspire v5-573g laptop and recently i just updated to windows 8.1. when i was on windows 8, on high performance mode i have an average fps of around 100-120 for csgo. and my dota was smooth as well. (without plugging in charger) then i updated to windows 8.1 and they prompted me to update my latest gfx card and also the java. then came my problems as when i leave my laptop plugged in with the charger i have a very smooth experience. however when i unplug the charger the fps drops. csgo from 120avg to 40. and i am still on high performance. i have configured my advanced settings for high performance to the same as plugged in. but it still does not work. help.

And I am positive it isn't the battery that is the problem.
