easynote ts44hr not powering on

i have been asked to fix a Packard bell easynote ts44hr laptop, it does not show any indication of power. no lights at all. but if i plug the charger in i can definitely hear it drawing current. i have it disassebled on my dest right now but i see no blown chips. i see 2 red glass tubes on the underside near the battery socket labeled PD1 and PD2 and those looked cracked on the inside. possibly dead fuses?

PQ 6 is giving me 0.46
PQ 7 is 16.3

just double checking i have the right chip here, pq14 is the NN122 chip is the one between pq 6 and pq 7 right?

i dont see a point marking p 1 on that chip so i will begin on the lower right.. screen connector below
