egpu for dell latitude build need advice

I'd like to add an external graphics card to my dell latitude e6420. Specs~

Windows 10 (build 10586), 64-bit

i7-2720QM CPU @ 2.20GHz

8.0 GB

Samsung 256 SSD

Intel(R) HD Graphics 3000 (no dedicated nvidia card on this rig)

Using an upstar 22 inch 1080p tv for a monitor for now

Purpose is gaming obviously and I'll take whatever increase i can get.

Budget is negotiable if performance can actually be significantly increased but my research says i will be limited to the bandwidth of the express card. ($150-250?)

My questions are :

I've read somewhere that certain gpus use less bandwidth to play the same. I was wondering if this has something to do with gdd25 compared to DDR3/sdram.

What are my PSU options? should i just go with a high end one or can i use any old mid range power (i think i have one around)

I am okay with spending a bit more but i would like to stay below 300 just because I'm afraid of the bandwidth limits for a temp laptop solution. After i see it works i may go for the desktop with the parts i have invested in the egpu but its just much more convenient for me if it works decent.

Should i go with any other excard to pci interface? I see a lot of people using the pe4c 2.1. I'm not sure if my excard is gen 3 or not (i doubt it)

Please suggest any and all options I may have I'd love to hear it, throw me your gpu/psu suggestions.
