After a 1080p image/ video is downscaled for a 720p monitor, can one tell the difference, and would the same video shown on the same monitor in 720p be noticeably different?
Would depend on what is doing the scaling, some devices do it better than others. I play 1080 videos on my Sharp 720 TV over a computer and DVI to HDMI cable and don't really see any image issues, looks fine.

It also depends on how close you are to the screen. You can't see the extra information if you sit too far away. Same is true of 4K TV, The HDR feature however is quite noticeable regardless of the distance you sit since this offers a wider range of color and brightness.
