The last paragraph of the article says "Hopefully this decision will push Google to offer a similar option... If Chrome doesn't add that feature by the time Firefox 72 hits, I'll be setting Firefox as my default browser, and I won't look back."
You're in luck; Chrome has already had the option to do what you want for some time. Visit
chrome/settings/content/notifications and flip the slider at the top from "Ask before sending" to "Blocked".
