Question Flashing Bar Bottom Of Screen

Just recently I got this flashing transparent bar about 1 1/2 inches wide at the bottom of my laptop,It comes every time I turn my laptop on and It not my taskbar cause it shows up on my login screen.Can someone tell me what this could be and how do I fix the this?
