fn keys reversed, no BIOS option

I have a HP notebook probook 4530s running Windows 8.1 64 bit and the Fn keys are not doing what I would like them to. I want to change the brightness and volume without having to press Fn first. Many forums online suggest going into the BIOS and manually changing it, but when I activate the BIOS the option to enable/disable the action keys mode, but it is not there. I've tried downloading the Hotkeys and Quick launch buttons but it says I do not have the right operating system for it. I also do not seem to have any Fn lock options on my physical keyboard. Does anyone know what to do, or how to reverse the Fn function for this business model???? Thanks!

I've done the BIOS option and it simply is not included in my BIOS. The option "Action Keys Mode" does not exist.
