Question Focus-Driving

I have an iphone 16 pro max, and just like many, i get spam calls. However, when i'm driving, and the focus-driving is set, emails, text msgs, and calls are supposed to be blocked. Well, they are NOT blocked. Somehow, the spammers have found a way to override the focus-driving system, and their calls plus their other garbage come right onto the phone. Does anyone here know how i can stop this. I don't want to shut off the phone, if i can help it, but i will if i have to. Thanks for any help. Bye the way, and for what it's worth, this never happened to me when i used my Samsung S22Ultra phone. Thanks again.
