format hard drive (no operating system)

im trying to format my hard drive and convert it MBR to install windows 7 but i dont have a operating system installed already...is there a way i can format it and convert it without a operating system?

When you start Windows installation, you will have the option to format it.
Otherwize - download some Linux LiveCD, and format it from there. You only need to clean the partition table, though.

how do i do that? can you give me a step by step process? im not very good at this
