Hi

It is unlikely that IOS 8 is compatible with the iPhone 4 so there was no free upgrade

my iPhone 4 has version 7.1.2

apparently the 4S does support IOS 8.x

other latter Apple Phones & Tablets may be on 8.x, 9.x or 10.x
