Frozen after it come on seem like its still loading once screen come up with apps

I turn on the main screen pop up like it's loading apps pop up then seem like it's froze mouse arrow disappear and where internet symbol just a circle like its searching

I find that performing a cold boot seems to work for me, most of the time.
After turning it on again, and allowing it to freeze, hold the power button until you HEAR it turn off.
Turn it back on and hopefully all is well.
