I notice that there are a lot of FTA channels that are scrambled.
I also notice that there are a lot of receivers available that have card slots.
Is there some legal way to gain access to scrambled DVB broadcasts?

If they are scrambled they are not FTA

There are a few that will allow consumer subscriptions, but they
are rare. The only legal way to view those few would be to subscribe
which would require the correct Smart Card.

How could I find out about subscribing and what's available?

There are some adult channels available, but I do not remember the name
of them or how to get in touch with the uplinker. Possibly somebody else
will remember.

None of the channels that could be subscribed to ever interested me, so I
don't remember which ones they are. Sorry about that.

There are not many of them.

Contact the broadcasters to see if the offer their channel for home
subscription, and whom to obtain subscription from. then you contact
the subscription provider to see what equipment you need, or if you
can use the receiver you have.

Not that although some receiver have the appearance of slots, there is
no bits inside to accept a smartcard and decode pay channels.

The lyngsat site, www.lyngsat.com, has a link for "packages". A few of
these look like subscription services.
