Gaming laptop with Windows 7?

Ideally, we would pick up a new ROG with Windows 7 instead of 8. That doesn't seem possible.

Do we adopt a wait-and-see approach with regards to Windows 10, or are there vendors selling good Windows 7 laptops?

Windows 8 manages the ressources better for gaming. They do not sell windows 7 laptops anymore. You can buy one and install win7 yourself or just tweak win8 to make it look like win7. Windows 10 is gonna look more like win8 than win7, get used to it and start getting comfortable with it.
