GHz going down and laptop slowing down

I got my computer like 4 months ago and my computer had a maximum of 2.3GHz but recently my computer has gone down to maximum of 1.6GHz. I am a laptop noob and i don't no how to fix it pls help.

could be overheating. what the temp on the cpu/gpu?
