Good cheap laptop for web design/surfing web.

I am currently studying web design and only have a desktop to work on. It's a great PC (gaming PC) but I want something portable for simple things like web design and just browsing the internet. Would a Chromebook be a good option? My budget is around $200. Thanks.

You can use a chromebook to design websites as long as the website doesn't have flashy animations and you can find an editor that allows you to write websites.

Chromebooks do not use Windows so it cannot run Windows programs. If you want to use any Windows based web design program or any program the requires Windows , then avoid Chromebooks.
