Intel Turbo Boost Tenchnology?
The i5 8250U is clocked at 1.6 GHZ but it can hit at peak moments at 3,4GHZ.
Download Intel Turbo and enable it, just search it on google and search on YouTube to how to apply it.

It can be also that but mostly HP laptop BIOS'es are locked and can't do anything there than configuring boot priority.
So i should download it.
Also for gaming you need atleast 6GB ram to get no FPS drops and the sweetspot is 8GB ram and now these days you need even 16GB ram to play all games smoothly like GTA 5.
GTA 5 is a serious CPU and RAM killer.
Also when gaming i should monitorize your CPU speed and temps also your GPU temps.
When you search on Youtube some people are downclocking the VOLTAGE of their GPU so the GPU can work colder and achieve more fps.
And the important thing is also overclock your GPU with Msi Afterburner to get the same performance as GTX 650 or even better.

Most laptops now have cpu and ram soldered to the board, the cpu will be a cut down version to. Its not like it used to be anymore. We always say to people bye cheap. One thing that can help is an ssd. I'm using a e4600 dell with a 2.53 duo and this thing moters compared to some new laptops. Sadly it's not suitable on Windows 10. But general internet YouTube etc.... Its great.
