I would have to guess the hardest hit areas that need a service such as this are probably in the dark and without network access. It's still an awesome idea and if it helps even one person it was worth it!

I know a few people that work and live in the worst hit areas and they said internet pretty much held up. Mobile networks were overloaded and electricity was scarce, but the internet infrastructure worked (albeit with regular freezes and crashes). Actually, the WiFi on the phone of one of those people I know in there was the only thing that enabled her to call for help.
