think about it this way, suppose a kid is getting raped and the jerk is photographing it and posting it online. How much would this statement comfort the child
"hey, that sick bastard keeps raping you and posting photos of it online, but you may be happy to know that we help to get the photos taken down from 1 website. They will probably be reuploaded or added to a million other sites, but at least we got it taken down from 1 site temporally"
VS
a statement like this "some sick bastard keeps raping you, but we are going to put a stop to it now by sending 50 cops over to your location to to find out just how far a 2 ton, 4 door car can go up a child molesters ass"
The majority of the police force focus on traffic enforcement and drug enforcement, with usually only a hand full of people focusing on violent crime. imagine if they took all of those police officers and detectives away from dealing with nonviolent crime, to going after violent crime (eg child molesters)
America would become the safest country on the planet
