Google Play lets you download Apps for Android. Those downloaded apps run on android only. They won't run on a Windows Phone. Windows has its own store but it has limited apps. There is WhatsApp over there however. The only issue is that you won't be able to download WhatsApp from Windows Store if they have ended their support for the OS build you are using.
