Graphics Card not running at full speed

I have a Asus G750JM and it has a Maxwell GTX 860M in it. For some reason though my Graphics card won't ever go past 540MHZ while trying to play any game I have.

It should max out at what GPU-Z is reading. Idk what has been causing this. I've already re installed my OS and everything.

I posted this in the laptop forums, i even said GTX 860M. Those 2 things right there should of been a key note that yes it is a laptop.
And yes I am getting extremely slow performance!! Why would I be posting this stating that my clock speeds are low! Please read what I have typed first before commenting.

just making sure,... what are the games you are playing?...

you could try this

Go to Nvidia Control panel and set Power management mode to use prefer maximum performance and change maximum pre rendered frames to 3.

That did nothing. MY GPU clock speed is still maxing out at 540 when it should be going all the way up to 1020. And I've tried every game you can think of. Bioshock, bf4, wow, lol, minecraft, metro, cod, nether, skyrim, fallout, eso, far cry, and the list goes on.

Are you absolutely sure you're using the discrete GPU and not the integrated one?

it is just running at half of its power. check on some power options and max them out in the control panel.

how bout drivers? make sure they are up to date.

and on what resolution and settings are you playing those games?

Drivers are kept up to date by GeForce Experience. I also use GeForce Experience to optimize my games graphic settings. The resolution is 1080p. And no it's not using the integrated graphics. Because my GPU is running at 99% usage but only going up to 540Mhz on the Core Clock. When it should go up to 1020 or even 1098. And no it is not getting 60 fps either. So it is not running at that speed because it doesn't need to run faster.

I'm having the same issue with my GTX 660. Trying to play Skyforge but instead of running at max speed;
GPU clock 549mhz
Memory Clock 3004mhz

it runs at desktop speed;
GPU clock 324mhz
Memory clock 810mhz

I have tried so many things but I can't get it to max out...
