Graphics card stuck on 135mhz

Hi!
I recently got several big problems on my dell precision m4800.
Sometimes when I turn on my pc it gets a black screen (I can resolve this issue by restarting the laptop)
My second problem is when I play a game the graphics card core clock is stuck on 135mhz.
The computer runs much better when i unplug it.

Specs:
dell precision m4800
16gb ram
nvidia quadro k1100m 2gb
i7-4810MQ
Windows 7

My temps stay around 52*C while gaming.

Thank for the answer!
Unfortunately this didn't work...
I had to restart my laptop 5 times to get the screen back on...
Is there any fix to that?

It may be stuck in a lower power state. That means it isnt using all its power because its being told that its in an energy save mode. hmmm refer to this thread

I changed the power management to maximum and It is stil stuck, but I ran into an other problem...
All games I launch get a black screen (Broforce and Scrapmechamic)
