Wow, that's appears to be an old Fry's Electronics brand...

When you turn a computer, it does a Power On Self Test (POST). During this process it checks that necessary hardware is working properly (Processor, RAM, Video etc...). Usually, if there is a problem, you'll get a series of beeps or a sequence of blinky lights (Caps/Num/Scroll Lock, Power, Charge light..) to help identify the problem.

Do you get any beeps or blinky lights? If so, it will indicate where to start trouble shooting. Refer to manual or http://www.fryssupport.net/support.cfm for error codes.

If not, the easiest thing to check is RAM. A bad stick of RAM could prevent the laptop from posting. Always unplug battery, power, and drain residual power (hold down power button) before doing any surgery. Remove RAM sticks and turn on the laptop to see if anything changes. Try each stick in each slot, powering down in between each time & if your lucky, you'll get some result.

If RAM doesn't solve it, it may not be worth investing the money it would take to fix it properly due to the rarity of the parts... I did see some on ebay at the time of this posting.
