GTA V max settings 60 fps?

Are these specs good enough to run GTA V on low-medium-max settings with decent frame rates?

Processor 6th Generation Intel Core i7-6700HQ Quad Core (6M Cache, up to 3.5 GHz)
Operating System WinHome HighEnd 10 64 ENG
Memory 8GB DDR3L 1600MHz (8GBx1)
Video Graphics NVIDIA GeForce GTX 960M 4GB GDDR5
Hard Drive 1TB 5400RPM Hybrid Hard Drive + 8GB Embedded Flash Cache

the slow hard drive could cause very long load times. possibly stuttering in game.
i'm sure you could manipulate the settings between low-medium-high to get 60fps at 1080p. shadows and AA usually held me back with weaker GPUs.

It's not just a 5400 rpm drive, it's a hybrid drive. It will be fast enough to run anything, only improvement would be to go to a solid state drive.
