Hand held web site - the basics

Hello, I have what may be a dumb question. I have a business. I have a web site. I am being told that I should have a site that is handheld device friendly. In fact, create a second site that is handheld specific. Does this make sense? If I have two sites? How do I differentiate them via url? Does a site know if it is being accessed by a hand held device rather than a computer?
