Two solutions:

One - uninstall IE and reinstall from your windows installation disc and then update via 'microsoft update'

Two - uninstall IE and install firefox or chrome or any other flavour of browser that suits your sensibilities.

Seriously though if this is happening on every boot then your IE is trying to run when you have not instructed it to do so. You may have set it to start with boot in which case it may simply be too busy to start correctly or you may have a piece of malware such as an advert-poller or any other nasty snuck in there somewhere.

Try and start IE again and see if it goes to the web page you are expecting rather than a hijack (homepage change without your permission). If all seems normal it may be the 'start with windows'. I need to know more about your machine and OS before I can help further.
