Question Having trouble with the power

I have an old laptop. It a HP pro book 450 G 0. So I recently tired to start it up, the problem I am facing is that the battery is not charging and I also checked the battery by inserting it on my other laptop and it is working fine. I even tried turning on the laptop without the battery but it wont turn on. What might be causing the problem?

I have tried doing that but the thing is the laptop charges only when the charge is above 60 percent. If the battery charge is below 50 percent then it does not charge. One more thing the laptop does not run if I try to start it without the battery by that I mean with the adapter only.

Two things happen, one is when the laptop takes charge with ac it starts normally but when the laptop does not then it takes charge. I have taken it to a local mechanic and he said the internal mother board ic has been damaged and need to be replaced. They are not finding the ic for my laptop, saying that my model is too old. What should I do?.
