HDMI only works when laptop is booting

We usually encounter this problem (HDMI not immediately working) but it'll fix later on. Now it's different. I've tried Windows+P, going into Screen Resolution, pressing fn + different f keys. Then I tried connecting my hdmi cable while the tv is on then I turning my laptop on (my laptop's screen is damaged so I'm connecting it to another monitor) and it worked, but only when it shows that windows logo and that moving circle thing (I'm sorry, idk what it's called) then it'll disappear when the 'Start' shows up. How to fix this? TV is toshiba and the laptop is HP.
