headphone volume control problem

my step dad has bose headphones that need to be connected to the tv however its a very basic tv and there are not outputs only inputs. i have connected the headphones to the foxtel box using a coaxial cord and a digital/analog converter however now the sound coming through the headphones cannot be controlled by either the foxtel remote or the headphone volume control. does anyone know how to fix this?
 
Solution
The digital audio out of the cable box is fixed so unless you can change this in the cable box menu the remote won't work.
The output of the DAC is to low to drive the headphones so the volume control on the headphones probably has to be all the way up to hear much.
instead of a DAC you need a DAC headphone amplifier. That will have an amp for the headphones and volume control.
