Help me please

So I have a dell Inspiron 15 and every time I would log in my screen was black I could see the mouse but that was it so I hit restart on my computer and now it won't turn back on what do I do?

it won't turn back on? what exactly is happening? the black screen with mouse? or complete "no power", with no indicator lights coming on and the fans not spinning?

I had this problem with my desktop once, i had to re-install my os.
