Help with reboot

I have a toshiba satelite laptop moel number 8f025485p with windows 10 operating system and i cant get it to reboot ive tried alot of steps but nothing has worked please help

Reboot means to just turn it off and then turn it back on. Also called restart. So I am wondering if that is what you are having a problem with, or is it something else like a reset/restore perhaps?
