I dropped my phone in water and got a new droid. I did all the steps and now its telling me to call *228 on my new phone to activate it and when i dial that number it always say update unsuccessful. I dont know what to do now????

Try getting in touch with your carrier via a land line to get the issue resolved. Who is your carrier?
