high pitch sound/whine from CPU

I got a problem with my dell inspiron 5558 laptop i7. windows 10 x64

I'm having this annoying high pitch sound/whine sound from my cpu I think.

I've been reading alot about it and managed to stop the sound only when the laptop is connected to the charger, by changing some settings in the power management on windows.
when laptop isn't connected to charger , the sound exists.

I also understood it has something to do with the c4/c6 (or something like that) state but I don't know how to disable them. don't have that option in dell bios

Here are some troubleshooting steps that may help in solving the issue.
- Start by installing the latest BIOS update.

- Once installed do observe your laptop if it will still make that weird sound.
- If the same problem will persist do also install this firmware update for your HDD.
- Here's the link: http://downloads.dell.com/FOLDER03464640M/16/Kahuna_ZPE.exe
- Once installed reboot your laptop again then do observe it again.
- If all these will not work you may need to reinstall Windows for troubleshooting purposes.
- And if factory reset will not work try to open the laptop to clean the inside of it and apply new thermal paste on both the GPU and CPU.

hi thanks for the answer but I think none of what you've said is relevant
my bios is updated, I have a ssd and I've recently reinstalled my windows.
just wanted to know how to disable that c4 state of the cpu so the whining can stop. can't do it through the bios. is there another way?
