When you say "no cable provider", do you mean no provider of internet at all or just no cable TV? If I'm answering your question the way it's written I'm going to have to tell you that you can't do that. You can have the biggest, baddest, most expensive, feature-rich router in the world - but if you have no internet service running to it then it's useless.
