How can I restore my toshiba laptop?

I've tried the zero key but nothing happens except this screen that gives me two options to push either f2 or f12.

You may be pressing the zero at the wrong time.

Turn laptop off.
Press and hold zero key.
Whilst keeping zero key pressed, turn on the laptop.
Don't release zero key until factory recovery screen appears.
