Plug it in and then turn on tethering.

Settings -> Connections -> More Networks -> Tethering and portable hotspot -> USB Tethering (check)

Note that when the cellphone is connected to the PC via USB cable the phone will continuously attempt to charge the phone's battery. This can lead to shortened battery life.

You can attempt to plug the USB cable into the phone without the battery, but I am pretty sure cellphones are designed to that the battery is required for the phone to operate even if the phone is plugged into a power source.
