How do I connect my Samsung j3 to my Samsung smart tv with out home wifi

Can you please clarify the question?
Do you want to use the Samsung j3 as a wifi hotspot, in which case "without wifi" means that you don't have wifi currently? This should be simple, but will be expensive.
Or do you want to connect the j3 to the TV without using wifi at all, a wired connection? This, not so simple as far as I know.
