How do I hook a RCA soundbar to a westinghouse digital DWM40F1G

Your TV has coaxial digital and analog audio outputs according to Westinghouse. Without the model number of the RCA I can't tell what connection options you have. If it has an aux analog input (either 2 RCA jacks or 1 stereo mini jack) then use that.
If the soundbar has an optical audio input you would need a converter like this one

and cables to connect it.
If you have the connection made you could also try changing the audio output type of the TV which would be in the audio menu.
