How can I move progress of talking Tom from my broken tab to the new one ?

Find the location of the save game file (google) and copy it across to the new tablet. Chances are you'll need root access to access the saved game file, assuming we're talking about an Android tablet. An app called Titanium Backup can backup apps and their data, again it needs root access. No idea about iPad.
