How do I open files that are binary?

Every time that I want to open a file I get a message that says save file. Well, how do I gain access to the files?

Open notepad, go to "open", in the bottom-right change from text files to all files, and double click binary, and you should see a bunch of crazy characters.

you mean download it? I wouldn't download anything from a social networking site.
