How do I reboot my laptop it’s a toshiba satellite

It wiped my hard drive and when I turn it on it tells me to reboot it and then click something but it always takes me back to the same screen that tells me to reboot

press power and hold it for 5 seconds it should properly close, then hit it again to restart it

what do you mean by "wiped", and are you trying to install the OS again?
