How do I transfer pictures from old sd card to new sd card on Galaxy Note 8?

Leave the SD card in the old device, turn on the old device and connect it to a computer via USB cord. Then move the files over to an empty folder on the computer. Once done then disconnect the old device and connect the new device to the computer via USB cord. You can then move or copy the files over to the new device or the new card in the device.

Now if the old card is out of the device as the old device no longer works, you would have to find a way to connect that card to the computer to copy/move the data off of it.

If the new device and the old device use the same size card, you could just move the SD card from one to the other.
