How do is load an operating system on my Toshiba laptop to boot on USB flash drive

You need to tap whichever key it tells you to go into BIOS when you power up the laptop. Under the Boot options, select the USB drive as top of the list.

If that option isn't available, look in all the settings for one named USB Legacy Support. Check Enabled because if that isn't working, there's no power to the USB ports until the operating system cuts in.
