how do you turn off apps

how can I be sure apps are turned off. where do I do that at

As long as when you tap the button on the device to show what apps you recently used, and there is nothing there, then there are no open apps. If anything is showing there, then you would need to clear them out to have them close.

You may also want to install an app like CleanMaster or something similar to help keep an eye on the device and what is running. It will let you know when there are things running that don't need to be and more.
