I have a a10 5800k cpu
a GT 730

I have $450 to spend to upgrade my pc getting at least an i7 3700k i would need a motherboard...do i have any money left for a gpu? if so is the one i have ok? should i upgrade my gpu? my plan is to start a youtube channel (i know i wont get many subs its more of just a fun free time thing) and i would like to record gameplay of me playing games on it

Solution
For casual Youtube recording, all you need is an Intel Core i5. Preferably one that is unlocked.

This is the best I can do (you could get a cheaper mobo, but that's up to you):

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-6400 2.7GHz Quad-Core Processor ($179.99 @ B&H)
Motherboard: ASRock H170M Pro4 Micro ATX LGA1151 Motherboard ($89.99 @ Newegg)
Memory: Corsair Vengeance LPX 8GB (2 x 4GB) DDR4-2133 Memory ($45.99 @ Amazon)
Video Card: EVGA GeForce GTX 950 2GB Video Card ($139.99 @ Newegg)
Total: $455.96
Prices include shipping, taxes, and discounts when available
