how to check whether battery is shot in Aspire E 15

I have Aspire E 15 acer laptop. battery shows 17% available (plugged in, not charging). how to rectify

Try charging it when the laptop is turned completely off. Not sleep or hibernate but off. If it charges fine then, but not when turned on, then it is most likely the charger that is the problem and it would need replacing.

If it won't charge, no matter if the laptop is on or off, then you should replace the battery.
