How to enable wifi with a locked signal?

I have a 3month old moto g. It's been a good phone with no problems at all. I have used my wifi before with a secure access. My neighbor has wifi, my moto gets an excellent signal but it's a locked signal. Is it possible to get passed the locked signal and use the wifi?

no. It lock because your neighbor doesn't like people using their wifi.
