How to factory reset a Toshiba portege with windows 7

It turn on opens windows but I can't do anythin? No apps when I click on the Windows icon and no internet icon

It has windows 7 and when I turn it on it loads windows but theres no applications not even in start or an settings that I can go to please help

Keep in mind this will wipe the full drive so you will need to restore your files from backup.
