Question How to Flash Powe delivery to a Chromebook QFN Chip?

As the title states i diagnosed a chromebook motherboard that uses a slimport ANX7447 power delivery chip. Upon installation it doesent power on. I verified with a donor chip from another board that it did fix it with the donor chip but with a brand new chip it doesent work i tested several of them. Does anyone know how i can flash the firmware to the Chip if thats the problem? i know it requires external hardware but i am pretty new to firmware stuff.
