How to format and recover a hdd without a cd drive

i need to rebuild my notepad after formatting the HDD; the NP does not have a CD drive

You going to have to either get an external cd drive or you can try to install from an usb flash drive. The second option is slightly involved and you need another working pc. See this article second option and skip the purchase part since you already owns copy.
